Which users will need a license?

Any user that will be creating templates/document actions or generating documents will need to be a licensed user. This includes generating documents with a button or also if they are a running user for automation that will generate documents. If other Salesforce users only need access to the generated document (i.e. another user clicked button to generate), then they can access the documents without a license.
